What must I do with air-conditioner systems or other appliances containing refrigerants (Chlorofluorocarbons CFCs such as R-12 or Hydrochlorocarbons HCFCs such as R-22) normally found in refrigerators, freezers, air conditioners and dehumidifiers?

The refrigerants must be removed using approved recovery equipment operated by trained and certified personnel. Facilities may perform this refrigerant recovery themselves or hire someone who is qualified to do it, but must register with the DNR (Form 4500-129) in either case. The refrigerant must be stored in US DOT approved tanks and sent to a refrigerant-reclaimer to be cleaned to original purity before resale and reuse.

Wisconsin Administrative Code regarding refrigerant management can be found in NR 488. Here is a link to ch. NR 488, Wisconsin Administrative Code Chapter NR488.
