Rates not expected to increase

BLACK CREEK - The Village of Black Creek is seeking approval from the Department of Natural Resources to replace approximately 5,100 linear feet of 8-inch and 10-inch diameter clay tile sewers on Main Street/STH 55 and Maple Street.

The existing sanitary sewers consist of clay tile pipe installed prior to 1950 and are in poor condition. The replacement sanitary sewer would be constructed of PVC pipe and placed in the same location as current sewer pipes.

The estimated project cost is $560,950. The Village of Black Creek plans to finance these improvements with a low interest Wisconsin Clean Water Fund Loan. The average quarterly user charge for a typical residential customer is not expected to increase as the current rate structure is adequate to cover the associated debt service.

This type of action normally does not involve significant adverse environmental effects. The department is soliciting public comments regarding the impacts of the proposal. Based on the comments received, the department may prepare an environmental analysis before proceeding with approval or denial of the proposal. The analysis would summarize the department's consideration of the impacts of the proposal and reasonable alternatives.

Written or verbal comments are encouraged. Provide comments to Scott Boran, Bureau of Watershed Management, Department of Natural Resources, Box 7921, Madison, Wisconsin 53707, (608) 266-7385 or at Scott.Boran@Wisconsin.gov by June 26, 2009.
