Sanitary Sewer Rehabilitation / Replacement Project planned for 2 phases

Work on Phase 1 will begin in fall of 2009; Phase 2 construction date not set

NIAGARA - The City of Niagara is seeking a Department of Natural Resources permit to improve it’s municipal sanitary sewer system. The proposed improvements are necessary to reduce potential for structural failure and to reduce infiltration of groundwater and storm water runoff into the sanitary sewers. The improvements will also provide additional capacity to provide for future growth.

The project would be constructed in two separate phases. Phase 1 construction will begin in the fall of 2009 and extend from Main Street to the Menominee River. The estimated construction cost for Phase 1 is $1,817,000. The city will apply for a low interest loan through the Department of Natural Resources Clean Water Fund program to finance Phase 1 construction. With the loan, the cost to an average residential customers within the city will increase from the current $27..91 per month to approximately $53.87 per month

Phase 2 construction would extend from Cardin Street to Main Street. The estimated cost for Phase 2 is $790,500. The implementation schedule for Phase 2 has not yet been set. The city will also apply for a low interest loan through the DNR to reduce construction costs. The cost to residential customers within the city will increase from the Phase 1 user cost of $53.87 per month to approximately $59.60 per month to cover the Phase 2.

This type of action does not normally have significant environmental effects, however, in accordance with federal and state financial assistance requirements, the department is asking for public comments regarding any potential impacts. Based on comments received, the department may prepare an environmental analysis before proceeding with approval or denial of the proposal.
