Financial Assistance for Forest Management

Cost-Sharing Programs

The DNR encourages the protection of natural resources during forest management activities by providing technical assistance and cost-share funding to owners of non-industrial land. Practices that may be cost-shared are:

  • development of a landowner forest stewardship plan,
  • site preparation and tree planting,
  • improvement of forest stands,
  • windbreak and hedgerow establishment,
  • soil and water protection and improvement,
  • riparian area and wetland protection and improvement,
  • fisheries habitat enhancement,
  • wildlife habitat enhancement, and
  • forest recreation enhancement.
Managed Forest Law

The Managed Forest Law (MFL) is a tax incentive program for industrial and non-industrial private woodland owners who manage their woodlands for forest products while also managing for water quality protection, wildlife habitat, and public recreation. In return, for following an approved management plan, property taxes are set at a lower rate than normal. At a later time, when the landowner receives an income from a timber harvest, some of the deferred tax is collected in the form of a yield tax. Management plans are based on the landowner's objectives. These plans may address harvesting, planting, thinning, release, and soil erosion on a mandatory basis while addressing other practices, such as wildlife and aesthetic activities, on a voluntary basis.
