Wastewater

Wastewater Reporting Forms
The following online forms provide facilities with wastewater discharges a more efficient manner to complete their reporting responsibilities:

Reporting is required pursuant to S. 283.55, Wis. Stats., and chs. NR 113, NR 204, NR 205, and NR 214 Wis. Adm. Code as well as other pertinent codes.

The online e-forms provides multi-level access. The same or different persons may be assigned different levels of access based upon the facilities needs. Following is a process summary:

  • People who enter and/or submit the data are assigned by the facility and provided appropriate access.
  • The assigned authorized representative signs the certification document (a paper document) identifying that the data submitted was gathered and prepared under their supervision.
  • DNR will send an e-mail to a confirmation person to document the accepted status of the data.
  • The data file will be attached to the e-mail and must be retained by the facility.

Electronic Compliance Maintenance Annual Report (ECMAR)
This system helps wastewater treatment plants and sanitary sewer collection systems with their annual reporting.

People involved with the ECMAR system "enter" and/or "submit" the annual report. The eCMAR "enterer" is able to enter data and information, and validate the eCMAR sections. The "enterer" cannot submit the eCMAR form to the Department unless they have also been identified as the authorized "submitter". A "submitter" is the individual authorized by your governing board, municipality, or owner to submit your completed eCMAR form to the Department. A "submitter" is only able to view entered data (read only mode). The "submitter" cannot enter data or information or validate sections unless they have also been identified as an authorized "enterer".

eApplication for Wastewater Permits
This system helps facility representatives submit complete applications for initial permits or for reissued permits under the Wisconsin Pollutant Discharge Elimination System.

People typically involved in preparing and submitting an e-Application for a wastewater permit are those most familiar with the wastewater treatment plant or environmental system and an authorized representative. For a municipal system this might be the plant operator or superintendent and a public works director or an elected official. For an industrial facility, this might be a plant operator or an environmental manager and an owner or vice president of operations.

Drinking Water

Laboratory Data Entry for Public Drinking Water Results
The Public Drinking Water System allows Safe Drinking Water Act certified laboratories to report the monitoring of public drinking water systems. This is typically not done by water utilities, but by their contract certified labs. At this time this does not include monthly operating reports.

Laboratory Data Entry for Private Drinking Water Results
The Private Drinking Water System requires that Certified Laboratories that have an agreement with the Department of Natural Resources to report analyses of private wells do so in this drinking water system. Well Drillers and Pump Installers typically draw the water sample and have it analyzed at one of the certified laboratories.

Well Abandonment Reports System
The Well Abandonment Reports System allows actively licensed well drillers and pump installers who are filling and sealing wells to submit and track those reports online.

Air

Air Permit Actions
This is a secure web-based system that will allow authorized facility representatives to develop, complete, and submit complete applications for a variety of air pollution control permits and actions. Requests for initial operation permits, construction permits, revisions, renewals, exemptions, and extensions will be among those offered through this website.

Air Emission Inventory Reporting
This is a secure web-based system for collecting Air Emission information.

Asbestos Renovation and Demolition Notification
This system helps contractors and building owners prepare and submit notification to DNR and Department of Health Services (DHS) for asbestos abatement, renovation and/or demolition activities at facilities, as described by DNR ch. NR 447 and DHS ch. 159. The system includes our prototype for an electronic signature system so the Registration Confirmation page must be notarized to ensure your identity. Waste

Hazardous Waste Internet Reporting
This is a secure web-based system for collecting Hazardous Waste information.

Responsible Units
This system helps responsible units submit annual reports required under ss. NR 544.10 and NR 542.09(3), Wis. Admin. Code and apply for Recycling Grant funding under s. 287.23, Wis. Stats., and ch. NR 542, Wis. Admin. Code. Annual reports are due to the DNR by April 30 of each year. Grant applications are due on October 1 of each year.

Materials Recovery Facilities
This system is for annual materials recovery facility self-certification renewals. Materials recovery facilities serving as a part of a responsible unit's effective recycling program must be self-certified with the department according to the requirements in s. NR 544.16(2).

E-Cycle
This system is for E-Cycling reports required under s. 287.17, Wis. Stats. Annual reports for recyclers and collectors of electronic waste are due August 1. Annual reports for manufacturers of electronic devices are due September 1.

Certifications

Laboratory Proficiency Testing (PT) Reporting
The PT Reporting tool allows commercial PT providers to report their customers' results to the DNR.

Facility Update

A person with any of the above roles can also update your facility's information. The facility information includes the name, mailing address, and phone number.
