Registration Permits

A registration permit allows small emitters to quickly register themselves for a permit in return for keeping emissions low. The permits contain facility-wide emission caps as well as monitoring, recordkeeping and reporting requirements. Registration permits use an On-Line Application and Tracking System that ensures a review time of no more than 15 days on all applications received by the DNR.

There are two types of registration permits.

  • Type A Registration Permit - available for qualifying facilities that have emissions below 25 tons per year of each criteria pollutant, 2.5 tons per year of each federal hazardous air pollutant, 6.25 tons per year of all federal hazardous air pollutants combined, and 0.5 tons per year lead.
  • Type C Registration Permit - available only for qualified printing facilities that have emissions below 25 tons per year VOC, 5 tons per year of each federal hazardous air pollutant, 12.5 tons per year of all federal hazardous air pollutants combined, and 0.5 tons per year lead. It contains permit conditions specific to the printing industry.

Benefits

Both the DNR and companies that qualify benefit from registration permits. The simplified review process saves DNR time that can be used to work more effectively with larger facilities that need a traditional permit. Companies benefit in the following ways:

  • Simple on-line application process
  • 15-day decision on applications for coverage.
  • Allows facility modifications without the need for a construction permit.
  • Permit does not expire.
  • Simplified and less frequent recordkeeping

Status - April 23 , 2009

Revision of the Type A Registration Permits is now complete. Facilities that currently have a registration permit will not have to apply for a new permit. The revised permit ROP-A03/RCP-A03 and a summary of the revisions can be viewed using the links below. The final permit was signed, April 16, 2009, and is now effective.

The Registration Permits were revised to address new USEPA hazardous air pollutant regulations, new source performance standards, the addition of a control device, and basic language cleanup. Facilities that currently have a registration permit do not have to reapply to remain covered under the revised Registration Permit. Basically, the revisions to registration Permits simply allow facilities affected by new regulations to remain eligible for the permits.
