Registration Permits

A registration permit allows small emitters to quickly register themselves for a permit in return for keeping emissions low. The permits contain facility-wide emission caps as well as monitoring, recordkeeping and reporting requirements. Registration permits use an On-Line Application and Tracking System that ensures a review time of no more than 15 days on all applications received by the DNR.

There are two types of registration permits.

  • Type A Registration Permit - available for qualifying facilities that have emissions below 25 tons per year of each criteria pollutant, 2.5 tons per year of each federal hazardous air pollutant, 6.25 tons per year of all federal hazardous air pollutants combined, and 0.5 tons per year lead.
  • Type C Registration Permit - available only for qualified printing facilities that have emissions below 25 tons per year VOC, 5 tons per year of each federal hazardous air pollutant, 12.5 tons per year of all federal hazardous air pollutants combined, and 0.5 tons per year lead. It contains permit conditions specific to the printing industry.

Benefits

Both the DNR and companies that qualify benefit from registration permits. The simplified review process saves DNR time that can be used to work more effectively with larger facilities that need a traditional permit. Companies benefit in the following ways:

  • Simple on-line application process
  • 15-day decision on applications for coverage.
  • Allows facility modifications without the need for a construction permit.
  • Permit does not expire.
  • Simplified and less frequent recordkeeping

Status

New fee structure for Registration Permits. The 2009 - 2011 state budget recently signed by Governor Doyle includes changes to the Registration Permit fee structure. Effective immediately, facilities will no longer be charged a one-time $1100 fee. Also, in place of the annual emission fees charged per ton of emissions, all facilities with Registration Permits will be charged a $300 per year flat fee.

Factsheets and Forms

  • Type C Registration Permit Factsheet for Printers [PDF 95KB] explains the program and who qualifies.
  • Revocation Factsheet [PDF 32KB] explains how to request revocation of your old permits. You must receive notification from DNR that your old air permits are revocable before you are eligible to apply for a Registration Permit.
  • Revocation Form [PDF 67KB] used to request revocation of old air permits and orders for the purpose of becoming eligible for a Registration Permit. If you have old air permits or orders, you must send in the Revocation Form to get those permits or orders revoked before you can apply for coverage under a Registration Permit
  • Application Worksheets for Type A and Type C Registration Permits are paper and pencil versions of the on-line applications. Each worksheet has the same questions that you will answer online. Filling out the worksheet before applying online will greatly simplify the online application process.
  • Application Guides for Type A and Type C Registration Permits are detailed guidebooks that can help you understand what it means to be covered by a Registration Permit. The booklets contain chapters explaining each eligibility question in detail with links to even more in-depth information.
