Bubble PermitsA bubble permit is essentially a cap, or ‘bubble,’ on overall air emissions from a manufacturing facility. Under the bubble, the firm may change operations, try new techniques, and respond to the needs of people and markets, all without requesting a new permit, provided air emissions stay within capped levels. Wisconsin does not currently offer bubble permits. A prototype was issued under a special temporary program called Environmental Cooperative Pilot Program. Wisconsin’s regulations must be changed to accommodate them on a permanent basis. APII is now attempting to do this. Benefits of a Bubble PermitOnce available, a bubble permit may be a good option for facilities making a variety of products for different clients. Often called ‘job shops,’ these companies are often asked to make small operational changes in order to win contracts. If such a change isn’t allowed by the company’s current permit, it must apply for and receive a new permit. This can be time-consuming, both for the DNR and for the business.
