Deciding What Type Of Renewal Application To UseUse the streamlined application except in cases where you are either making a lot of changes to your previously submitted application or where you want to conduct a thorough review of your application. What if DNR issued a construction permit, construction exemption or construction permit revision after our company received an operation permit? The streamlined renewal application process incorporates those changes that occurred after your operation permit was issued and reviewed by the WDNR in a construction permit. There is no need to resubmit information that you and DNR have already established during the review of your construction permit application. The same applies to changes that occurred after your operation permit was issued and reviewed by the WDNR in a construction permit exemption or construction permit revision. What if I submitted an operation permit revision application after I received my operation permit? There is no need to resubmit information that you have previously submitted to WDNR in an operation permit revision application. If the WDNR has your application but has not yet issued an operation permit revision, simply reference the application. What if I want to use the streamlined application but I have some changes to add?If you have changes to your previous operation permit application, you can start with the streamlined renewal application process and use the standard application forms to supplement it with additional information as needed to note changes. What if I want to use the streamlined application but I have some Compliance Assurance Monitoring (CAM) Rule, 40 CFR Part 64 requirements? You can still use the streamlined renewal application. Certain facilities that have a Title V, Part 70, Federal Operation Permit, are required to meet the CAM rule and submit a CAM plan with the Title V renewal application. The rule requires that a CAM plan be submitted with the Title V renewal application for each pollutant at each emissions unit which has a potential to emit - prior to controls - of that pollutant greater than the major source threshold for the respective pollutant. Please refer to the CAM Technical Guidance web site for further documentation on the rule and how to prepare a CAM plan for submittal with the renewal application. What if I want to use the streamlined application but I have some Maximum Achievable Control Technology (MACT) rule requirements to add?You can still use the streamlined renewal application. Use form 4530-130 and attachments to specify the compliance options you have determined to use to meet the MACT requirement.Last Review Date: October 26, 2006 Next Review Date: October 26, 2007 Last Revised: Tuesday July 08 2008 |
