Air Emission Inventory Information
DNR is required to obtain annual stationary point source air emission
inventory each year from air pollutant emitting facilities throughout
the state. Each year between 1,500 to 2,100 facilities report air emissions.
2008 Emission Inventory Reporting- Final Summary and Certification Form
June 3, 2009 Status - The Air Reporting System (ARS) certification module is now working.
An email was sent out on June 2, 2009 without an attachment asking you to return to the Air Reporting System (ARS), print
a final summary, and print a certification form.

to login to the DNR Switchboard in order to run ARS. Remember to use your Web Access Management System (WAMS) user id and password to log on, click on the name of the facility you are interested in
, and choose
Annual Air Emission Inventory under the What You Can Do area. After logging into the Air Reporting System, complete the following steps:
- When you enter ARS will see
a screen similar to this. Choose the 'Summary Reports, Rollup & Calculator' hyperlink on the
left side navigation.
- The next screen has an active 'Generate Final Report and Certify' button. Clicking on
this button generates a 2008 emission summary with a 'Final' watermark. You will see
this screen while the
report is generated by the computer.
- After the report is generated you must choose whether to continue
with the certification procedure or quit.
- If you believe
the final report is sufficient for certification, then click on the I wish to certify button. The computer will present a certification form
in pdf format, that you can print, have signed, and send back to DNR. You may send a scanned copy of the signed certification form to Ralph.Patterson@wisconsin.gov
or mail the one-page form to Ralph Patterson, WDNR-AM/7, 101 S. Webster Street, Madison, WI 53707.
The computer also retains a copy of the final report.
- If you believe the final report is insufficient, then click on the I do NOT wish to certify button. The computer will not present a
certification form in pdf format and will not retain a copy of the final summary report.
- After the signed certification form is returned to DNR and logged into the database, you will only have
access to the final 2008 summary
report in the Generate Final Report and Certify area.
Please make note of the following definitions:
- Submitted Report - Information you submitted to DNR by clicking on the ARS submit button. This report has a SUBMITTED watermark
- Draft Report - The draft report is information that is being reviewed or ready for finalization. The report has a DRAFT watermark.
- Final Report - The final report is information that is the final version of the submitted information. This information is certified by
the facility. This report has a FINAL watermark.
We are still hopeful that facilities will meet the Tuesday, June 30, 2009 certification date set in
s. NR 438.03(5)(c), Wis. Adm. Code.
